Set in 1986, the story kicks off with the dramatic escape of the infamous Carl Bhojraj (Jim Sarbh), loosely inspired by Charles Shobhraj, from Tihar Jail. The Mumbai police are convinced his next stop will be Bombay.

The task of catching him once again lands on Inspector Madhukar Zende (Manoj Bajpayee), who had arrested him years earlier. However, Carl proves to be a step ahead, and Zende’s early attempts end in failure. Humiliated but determined, Zende sharpens his instincts and tracks Carl to Goa.
